Thank you for reaching out to Apple Support Communities, and we'll be happy to help in any way we can. We understand you're having issues installing a program. Let's test this issue in safe mode. safe mode (sometimes called safe boot) is a way to start up your Mac so that it performs certain checks on the software.
To do that, let's shut down the system. Start it back up and immediately after you hear the startup sound, hold down the Shift Key until you see that Apple Logo. From there, see if you're able to install the program without issue: Start up your Mac in safe mode

Unfortunately, problems like this are often a cascade of ideas that may have sounded good at the time. What are you really trying to accomplish here? At a very high level?
I really don't see any legitimate reason to ever have to figure out how to get PostgreSQL server running on a Mac. What would you ever do with that? Are you going to rent a Mac in a data center for a server? While I'm obviously a big Mac fan, that simply isn't a good use of your time. For any explanation you could come up with, I could come up with a better alternative. But first, I need to know what you are doing.
You will need to contact the developers of PostgreSQL and let them know that Apple is still in business and still selling Macs.
