How do I pay off the debt I have on the App Store from past due Subscriptions

Usually, if you enter a payment method that can cover the cost of the debt it gets charged to that method and resolves the issue.
For example, if you buy and redeem a large iTunes/App Store gift card sufficient to pay what you owe.
Otherwise, speak directly to Apple to resolve the issue.
