Note that there is no way to bypass the Lock Screen passcode on an iOS device.
You can erase the device and set it back up again once you have control of the iCloud account that was being used on the device.

I’ve read this article multiple times and nowhere does it ever state WHERE or HOW to get the court order.

You don't need a court order. Just the named documentation.
If you want a court order, then file a suit in your local court system.
Incorrect. As the Apple guidance clearly states, a court order IS needed.
No court order needed.
