Request a refund for apps or content that you bought from Apple - Apple Support

If it appears on your bank statement, start trying to find out that unfamiliar charge :--> If you see 'apple.com/bill' or an unfamiliar charge on your statement - Apple Support

Is it a "pending purchase"? If so, just wait it out, and you should get it once released.
