Apple Pay not working after 14.4 update

Ever since I updated my iPhone XR to the 14.4 update I have been unable to use my Apple Pay on card readers in stores. So it works when I’m paying for something online using Face ID, but when I try scan it on a card reader it doesn’t read it (and doesn’t even say there’s an error). I’ve tried re-adding both my debit cards, restarting my phone and resetting the phone to factory settings with an iCloud back up and it still isn’t reading the card reader !
