How do I use apple services to located my phone on a stranger’s (non verified) phone?
In the past, I used “find my iPhone” to log into family member/friend’s phone so we can locate it when lost. Now I’m unable to sign out of “Find My” so I’m not sure what to do.
icloud.com requires 2factor authentication so that wouldn’t work if the phone used to authenticate is lost.
What are our options?

That (your conclusion) is incorrect.
Get a verification code and sign in with two-factor authentication - Apple Support
Any web browser that can allow you to log into icloud.com can use Find My.
So is it not an option if you have 2 factor authentication?
You don't need two factor to view a web page.
If I want to use the find my iPhone function n iCloud.com and have 2FA set up, it asks me to confirm.
I've never need to use the feature so I didn't know about that requirement. Makes sense though.
I just tested on my account and all I needed to do was sign in using my Apple ID and password.
I got an email from Apple saying I had logged in.
No two factor request.
