Wallet not showing in settings

Hello,

I am trying to get apple pay so that I can do touchless payments however, every time I open the Wallet app, it shows me an advertisement to get "boarding passes and tickets all in one place,". When I click on get, it's only showing me a few companies and doesn't have a function to search for apple pay or my bank.

-iCloud has wallet synced

-screen time has it as an allowed app

-the card is showing as a payment under Payment and Shipping with the apple ID

-the region is set to US with Gregorian calendar and English (US).

-I have my banking app

-shut down and restarted phone multiple times after changes were made

My phone is a 5s and it does show on the approved phone page for this app. Any help would be appreciated.
