The Telegram App will not delete off my phone

Hey guys I need some help learning how I can delete and re-download the telegram app. On my phone is the white block with a lines through it; this indicates that  the telegram app is still there but unusable. I tried to leave the app through screen time but that didn't work. I've tried going to settings and deleting the app there but it won't delete. I was wondering what other ways I can delete the app and redownload it since I use it a lot.
