can't remove an icon

what do I do if the icon I want to remove doesn't have a remove "x" sign on it when it jiggles?

I am not using MDM.

I probably added a link to a website to the Home Screen and now I can not remove it because it is using some trick to avoid the "x" sign from appearing.
