Passcode after changing Apple ID password

I keep trying to change my Apple ID password but afterward it asks for my phone passcode repeatedly with no other options except cancelling. I haven’t received a notification of a successful password change and it allows me to keep trying the same new password so I know it’s not actually changing it. How can I finalize my password change?
