Parental controls keep resetting

Ever since we updated my child’s phone to the 12 in Dec 2020, the parental controls in family sharing don’t work. I have changed passwords, changed everything multiple times and the child can go in without a password and just reset. It does not ask them for a password-I have logged in on their phone to check. I see others with this same Apple issue. What’s the fix?
