Could not activate ipad

Can’t reactivate iPad. Activation server temporarily unavailable. I already tried a suggestion found on this site and it didn’t work. Help. We currently don’t have a computer so we can’t login to iTunes, which some people said didn’t work either.

activate iPad I have problems with activating my iPad. I get the following message: "Your iPad could not be activated because the activation server is temporarily unavailable. Try connecting your iPad to iTunes to activate it, or try again in a few minutes. If this problem persists, contact Apple Support at apple.com/ul/support". Old ipad will not activate Says activation server is temporarily unavailable. I have tried this for several days and still same message. I have tried turning it off and back on, plugging into computer with Itunes active. I see below where someone has said to restore, how can you restore when you can't activate. I just want the pictures.
