PayPal transaction was declined

I use my capital one card through PayPal as the payment method on my Apple ID, but now it’s telling me my PayPal transaction was declined. Why is this and how do I fix it?

Apple ID payment information - If your payment method is declined, or you have a billing issue with a previous purchase in the iTunes Store.
