Do the songs need to be downloaded to my Iphone? If not, are multiple bars of cell service reception required to access songs in icloud?

The songs do not need to be downloaded to your iPhone. You can download them to listen when there is no internet connection available. Apple music can stream over a Wi-Fi Network or over a Cellular / Mobile connection. Can you listen to Apple Music over a Wi-Fi Network? Your question appears to be referring to listening over a Cellular / Mobile connection. A good connection to Cellular is needed however you do not need multiple bars.

Double Check Below:

Open Settings ➔ Cellular/Mobile ➔ Music : Ensure that this is set to ON.
