Locked out/disabled iPad mini. Will removing iPad mini from iCloud devices allow me to unlock iPad and login again on the iPad? Or will it make it worse? I don’t have a computer to connect it to and the find my iPad thing is not enabled on it.

No, removing it from iCloud will disable Find My and potentially open this iPad to anyone having access to it.

If you don't have a computer handy to restore this iPad, I suggest that you ask a friend or relative to borrow theirs. Alternatively, you can visit your local Apple Store or Apple Authorized Service Provider and they should be able to accommodate you.
