How to sign in / access Apple TV on Chrome

Hello! We created an AppleID to watch Apple TV+. All verification codes have gone through, but when we try to login to watch TV+, or start a subscription, we continue to get the same error over and over. Our login/pw seems to be fine, but we cannot get past this error. Where do we need to go to actually "log in" ? We are using an HP laptop, and have tried Chrome, Firefox, and IE. We have the latest version of all 3.

Error:

Before you can sign in on the web, first sign in to the Apple TV app on your iPhone or iPad. On a computer, sign in to Apple TV or iTunes.

It seems that your Apple ID account is not yet ready as an account for subscriptions and/or purchases.

This is best done on an Apple device, or in the iTunes application on a Windows PC.

- Your Apple ID account will need to have a verified email address (respond with code),

- Your Apple ID account will need a valid billing address in your country of residence,

- Your Apple ID account will need a valid payment method, so that purchased services and products can be charged to your Apple ID account, and then payed for ‘automatically’.

I’m not sure either, sorry. Try this: Sign in to iTunes. On that same computer, use the blue button on Get Apple TV+ - Apple Support to start an Apple TV+ subscription. Then follow the instructions. It doesn’t matter on which device the subscription is started, only the Apple ID account matters.

If it continues with errors, then please ask assistance from the official Support staff. Contact Apple for support and service - Apple Support

Not sure what we're missing here. We have downloaded and signed into iTunes, getting all sorts of verification codes... but cannot actually LOG ON. Every time we enter credentials, we get this error "Before you can sign in on the web, first sign in to the Apple TV app on your iPhone or iPad. On a computer, sign in to Apple TV or iTunes"

So I am essentially signing on, to be told I need to sign on??
