Used Ipad

I was given an Ipad that was wiped clean but it still ask for the former password and my sister does not remember it. I tried erasing to no avail, is there a way to set it back to factory setting without her password

If it is Passcode Lock, check this link...

If you forgot the passcode on your iPad, or your iPad is disabled - Apple Support

If it is Activation Lock, check this link...

If your sister cannot remember anything ( Apple ID email, password, passcode ) then just forget this iPad.

You will never get it working ever.

Just recycle this device responsibly.

Without any of this info, that iPad will be completely useless to anyone.
