The error code indicates some sort of network issue. Try restarting the router and waiting 5 minutes for the router to finish booting. Also perform a PRAM Reset (hold the PRAM reset for at least three chimes or a full minute if possible -- some 2016+ models will only allow the reset to activate one time before booting into macOS).
Try connecting the Mac directly to the router using an Ethernet cable and any appropriate adapter as this will provide a faster more reliable connection and bypass any possible WiFi issues.
If you can boot this Mac (normally or in Safe Mode) or if you have access to another Mac, then you can create a bootable macOS USB installer using the instructions in this Apple article:
