I lost the remote while moving and our ISP provider has changed (including the wifi box and router). How do I get my AppleTV on the new wifi with my phone (a.k.a. acknowledge the change in ISP and allow for re-set-up).

The Apple TV will need to be on the same home network first. You may need a replacement remote, or a temporarily borrowed remote, to help set up the software remote.
Make your router the same BSSID (e.g. Network name), and password the same, as what the Apple TV used at your last working configuration.
Then you can use the Remote app on your iPhone to control the Apple TV, and add a new network that way...not sure if it works still, as it’s been a couple iterations of updates to the TVos and iOS since I did this.
No, only the software remote communicates over the network. The alternative would be to restore and pair with a BT keyboard upon setup.
You can pair a replacement remote yourself quite easily in the comfort of your own home.

But won't a new remote require the same network? When i buy a new remote, can I take my AppleTV into the Apple Store to have them pair the devise to the new remote?
