The Apple TV will need to be on the same home network first. You may need a replacement remote, or a temporarily borrowed remote, to help set up the software remote.

Make your router the same BSSID (e.g. Network name), and password the same, as what the Apple TV used at your last working configuration.

Then you can use the Remote app on your iPhone to control the Apple TV, and add a new network that way...not sure if it works still, as it’s been a couple iterations of updates to the TVos and iOS since I did this.
