If you are setting up an Apple TV then you simply connect to power, using the supplied adapter, and HDMI cable to TV. It will then boot up and prompt with the steps to configure.
If it was already setup then it will remain in sleep mode when idle (unless changed in settings) and pressing the home button on the remote will wake it.
