Contact your Employer:

If I am understanding you correctly, this is their device — not yours. Correct? If so, then contact your employer for assistance. When you enter your information, the Two Factor Authentication code is going to their techies — and that is why you are not getting the codes — but, rather, they are.

The account is tied to my personal iPhone but really long story after many years and versions of iPhones I had multiple idS so the only available email was his work email. Took 2 hours on the phone with an Apple techie to get everything working. Made sense at the time,... anyway I got in after a work around on my iPhone. Ready to dump it all and start clean somedays!! Good thing I’m tech savvy and patient 😊😊

Create a New eMail Address:

Are you able to create a personal eMail Address? If so, then modify the eMail Address assigned to your Apple ID to this new eMail Address. All should be fine from there.

If you have to, then get your own iPhone, and use your Apple ID with that. But that doesn’t seems necessary in this case.
