I can’t remove apps

When holding down apps I am unable to delete an app, I only get the option to move to the App Library. When in the App Library, after holding down the app it only gives me the option to share the app.

I am on the latest software, iPhone 11. Why won’t it give me the option to delete? It’s driving me insane

Turn off Screen Time completely, temporarily. One of the settings is preventing you but it's easier just to turn it off.
