If I upgrade my individual iCloud storage plan to family, is that mean members have access to each other’s files and information?

No. What happens is that you have an amount of storage which you then invite your family to share. Those who do (and already have iCloud) exchange their existing storage for use of part of your storage. Their account remains private to them, though they can choose to share specific files or folders if they want.
