Let me break it down...I needed Mojave, I used the link you sent. The message I got was that I needed Mojave to upgrade to Mojave, so I went to the next lower level operating system. I got the same message. I kept working my way back to the operating system I am currently using - and that is the photo I posted.

You need to explain what happens when you try.
I tried Sierra and worked my way back to the operating system I already had, each one telling me that I needed that particular operating system in order to upgrade to it...? If that makes sense.
The picture you posted shows an El Capitan updater. You asked for Mojave which is the link I posted. I don't know what you are doing.
The link I sent is for the Mojave 10.14.6 full installer which still works if opened in Safari. I just checked.
