Yes you will most likely need to have Apple or an Apple Authorized Service Provider examine the laptop to provide you with an estimate for repair. In some regions it may be possible to mail the laptop to Apple for the repair. Click the "Get Support" link at the top right of this page to see if the option is available in your region.
In the mean time try unplugging the charger from the electrical outlet for a minute to reset the charger's internal circuitry. Also try using another known good electrical outlet.
Try an SMC Reset.
Try using another USB-C port especially on the other side of the laptop if you have four ports. Also try rotating the connector of the charging cable 180 degrees upside down (try the cable both ways on each port if necessary).
Plug the charging cable directly into the laptop. Using a multi-port adapter, dock, or hub may not allow the charger's full power to reach the laptop. Also disconnect all other external devices from the laptop.
