If it really is permanently deleted and you don't have it saved anywhere else you might not be able to recover it.
You can see if you can recover it here:

You can also check if Apple support is able to recover it:
Contact Apple for support and service - Apple Support
But there is no guarantee they can, if it has been permanently deleted that means it is gone.
