permanently remove dictation

Dictation is taking too much memory and CPU. How can i disable it permanently?

I tried to switch off from the preferences and my computer regained memory for 1-2min but then it came back on. So, how can i remove it completely. I don't use this feature at all and yet it's annoying to have my laptop slow

Boot into Safe Mode by booting with the Shift key held down and and toggle Dictation on and then off again.  Reboot normally and test again.


NOTE: Safe Mode boot can take up to 10 minutes as it's doing the following; 

• Verifies your startup disk and attempts to repair directory issues, if needed

• Loads only required kernel extensions (prevents 3rd party kernel/extensions from loading)

• Prevents Startup Items and Login Items from opening automatically

• Disables user-installed fonts 

• Deletes font caches, kernel cache, and other system cache files
