Agree with all your points >> things have changed. Although the Sound does not happen when plugging in while computer is Off like Catalina did, does not mean it is not charging. Yes, notice the same, example computer off but plugged in to charger >> No Sound >> turn on computer >> battery indicates not charging >> unplug from charger and plug back in and suddenly, battery sound and battery is charging and see %age increase.

How has it been determined that it computer is not charging when plugged in and turned off ? Understand you turn on and only then it appears to start charging but that maybe misleading.

The Big Sur OS works differently from previous OS in that Apple has coded into the new OS an Algorithm that manages when the battery needs charging and to what level of charge. This Algorithm also learns the frequency of working off battery power versus on charger. Generally - observations on mine - the OS on computer will charge to 80% charge while on charger and in use and Pause at that level. This I understand is by design ignorer to Reduce the Number of Full Battery Cycles and thus extent the life of the battery. While in that state - 80% - one can click the Battery Indicator on Desktop and observe this Pause or can manually over ride it and it will start charging more to 90% and Pause. If one what a Full Charge - again over ride and it goes to 100%.

Understandable your point. But I have tried it. Like plug-in charging code and leave it for an hour to see does it charge or not. It does not seems to work when I turned the laptop and it’s at the same battery level.

But when I plugged and turned on battery sign doesn’t show it’s charging. But when I unlocked the screen it’s gave charging sound with charging icon on battery.

before that I always plug-in charging while macbook is off and it gives me charging sound.

it’s totally different now
