How long do I have to wait to re-set my security questions after I get locked out

How long do I have to wait to re-set my security questions after I get locked out? I cannot re-set my security questions because it says it doesn't have enough information. I have two step authentication turned on, so I don't know why I need to answer the security questions when trying to log in to my icloud account.

Get Support          Work through the screens to get a chat option. You may have to pick a slightly different problem.
