Guided access app unavailable. Please contact your administrator

I just got an iPhone 11 and when enter the password and get on the home screen it gives me the message: Guided access app unavailable. Please contact your administrator. This message doesn't allow me to interact with the phone at all and the only thing I can to is a forced shutdown. Please help!
