Is the Watch unlocked? Have you checked the setting for Wake on Wrist Raise? Have you tried resetting the Watch. Press and hold the Digital Crown and power button together until you see the Apple logo and then release. The Watch will reboot. Test then after unlocking the Watch.

Check to see if Theater Mode is turned on. Swipe up from the bottom of the screen to show Control Center. Scroll to find the icon with the 2 face masks. If it is yellow, it is turned on. Turn it off.
I have watch 5 and it doesn't even show in dim. I need not only to raise my wrist but also to press the stem to get the display to light up.
My watch was on theater mode. Once I turned that off it works fine. Thanx!!

Theatre mode was not turned on but airplane mode was. I turned that off and we will see.
