Set up Apple Pay Cash and person to person payments - https://support.apple.com/en-us/HT207886 - "To send and receive money with Apple Pay, you must be at least 18 years old and you must live in the United States." USA version but probably other countries read the same, only allowing money to be sent and received inside that country.
