I need to take control of my heart rate when I am running, but no alarm is for, the alarm exist only when I am in rest time. Is that correct? And i ask to update for to the Apple staff.

While you can set an alert for cadence with the Apple running workout app, you can't for heart rate.
You can always search the app store of a 3rd party app that may do what you want.

Can the Apple whatch notify the rate when I am running? I need to
