My phone is sending iMessages to a Samsung device she has always has a Samsung and recently got a new phone still Samsung. But my iPhone is saying it’s a iPhone and She is not receiving any of my texts, but if I turn off my iMessenger then the text goes through? What can be done to resolve this issue?

If you go into Contacts, under her card - are the video button blue, like this?

You can try sending her a message when iMessage has sent Long Press on the message you sent, and select “Send as text message” - worth a try.

You can also try deleting the entire conversation with her in the Messages app and start a whole new conversation. Remember to take screenshots if there is anything that is important.

You can also try resetting your network settings. Go to:
Settings -> General -> Reset -> Reset Network Settings
Yes she has never owned a I Phone
Also we have a mutual friend that has an iPhone and she is not having the same issue that I am her phone doesn’t show it as an iPhone why is it only my phone is doing this?
It sounds like your friend's phone number is still registered in iMessage. Ask her to "deregister" her phone number.
