So, I’ve read that it indicates it’s in “do not disturb mode” but is the setting from me or the person sending me the text?

It means that you (not the other person) have turned off notifications for texts from that person. Go to the Messages app main screen and slide the message to the left and tap the bell-shaped icon to turn the alerts back on.
