I just took a video from my camera and as soon as I tried to play it back I got an "unable to load video" error message that says "an error occurred while loading a higher quality version of this video". I already restarted my phone, and this is the first time this has happened. Is there any way to recover the video or should I just chalk it up to a loss?

Thanks for coming to Apple Support Communities for help today. As we understand, you are seeing "an error occurred while loading a higher quality version of this video" when trying to watch a recently created video.
Do you have iCloud Photos switched on in Settings > Photos? What about Optimize iPhone Storage?
If you do use iCloud Photos, do you see the video at iCloud.com with a computer's browser?
Have you tested other videos?
What happens if you switch networks?
Do you have plenty of device storage?
