Can two people with airpods (both connected to blue tooth of iPad) both listen to the same audio on the iPad at the same time?

Can two people with airpods (both connected to blue tooth of iPad) both listen to the same audio on the iPad at the same time? We can’t seem to get the audio to play on both sets of air pods at the same time. We have even used the feature “share audio” and it hasn’t worked.

AirPlay 2 extends the original AirPlay capabilities - and now has the capability of sending audio to multiple AirPlay/Bluetooth devices.
