I’m not certain what you’re asking. Some more words around what happened snd what you’ve tried might help.
App purchases are tied to Apple IDs.
App purchases and subscriptions and music cannot be transferred among Apple IDs.
If the Apple ID associated with the app is deleted, you will have to re-purchase and re-download the app from another Apple ID, if it is still available.
Above assumes an app store purchase, other app sources and other purchases can vary.
