Where, exactly, did you buy the phone to begin with?
So you did not provide sufficient documentation to prove ownership of the device.
There is nothing anyone here can do about it. We are not Apple. This is a user forum.

Without any further information, I have to assume that you bought a gray market phone from an unauthorized retailer.
If that's the case, Apple won't unlock it.
And that store is authorized, and you can find this store on the Apple website.

My receipt comes from the store where I bought the phone. I bought my phone in a retail store
I bought the phone from the Pasadena Apple Store. I asked the customer service and they can also find this phone.
