Add, then Remove:

You need at least one method of payment in there. So, what you need to do is add this new method of payment first. Then, once added, remove the current method of payment.

Use a Computer:

Use a computer to perform all of your changes. It would be more user friendly, than using a mobile device (i.e. iPhone). If and adding and removing methods of payment is not successful, then contact Apple Support.

For Financial Assistance, Contact Apple Support. These are user-to-user forums. We are not Apple.  Apple barely reads these site on their own time, as it is. Why the Wait:

Phone calls are taking a bit to go through at the moment, due to lots of calls. With the Coronavirus Pandemic, many are at home at the moment, with much time on their hands to contact Apple. So, just stay on the line, and you will get through :)
