What does it mean when you are trying to add a card to your Apple wallet and it says card limit, the card can not be added until removed from the other device using it?

Go to iCloud.com and sign in. Click on your name and click on account settings. Click on any device that has Apple Pay that is not the device you are trying to add it to and select remove all.
If you get an error that you already have the maximum amount of cards in wallet with less than 12 cards (iPhone 8 or later) 8 Cards (all models earlier than iPhone 8) signing out of your Apple ID and back in usually resolves this issue.

None of that worked. The system is operating correctly. The region is correct. My billing address is correct. All verified the other day by Apple support. I even reset my passcode. It only erases all of the cards there then allows me to add them back but not Bank of America or Navy Federal. I called the banks they said they see that my accounts are on Apple Pay on 12 pro max, it’s an Apple issue. I called Apple they did a troubleshoot with me said call the bank.
I only have 6 cards stored in my Apple wallet. It says that the card is being used on another device.
