Battery percentage is not increasing after 80%

I have noticed a week ago that my phone is not showing or displaying the charge rate after 80%. The phone should be rebooted in order to display how much the device is being charged. I have contacted the customer care representative and they ran some diagnostics and nothing is found. Everything is fine. Is this normal? Please advise. Thank you.

With iOS 13 and later, Optimized Battery Charging is designed to reduce the wear on your battery and improve its lifespan by reducing the time your iPhone spends fully charged. When the feature is enabled, your iPhone will delay charging past 80% in certain situations.
