if i decide to cancel my storage plan of 200 GBS, will the GBS that i bought but haven’t used, still be there? or will they completely go away after cancelling subscription?

All of them except for the free 5GB will disappear. iCloud storage upgrades are rentals of space on Apple's servers, not purchases.
