Screentime being disabled

My 13 year old son uses an Iphone 7 with IOS14. Since lockdown, he has become addicted to video games...

Even with screentime active, he goes into his iphone settings and changes the time to continue gaming beyond limit

He watches Youtube after downtime when it should be blocked

He turns off screentime when he feels that it is too restrictive even when it's passcode protected

Because Family Sharing requires a credit card, he was able to get my credit card details through his apple id and Family sharing even with in App purchases disallowed... He racked up a 500$ bill on gaming advantages. I have had to block the card and remove my credit card details from the family sharing which also means that that I cannot check screen usage from my iphone, but have to get the phone from him to look through it.

Thanks for your reply, link and videos. Yes, I set up screen time from my device and I have followed all these instructions, many times over. He is tech-savvy and uses the settings to bypass Screen Time. - vpn, changes dns, etc...

Screen time works on your own device to keep yourself accountable. On a child's device, parents need to be able to block settings.
