If you have deleted the notes from the Deleted folder then they are gone from iCloud and on your iPhone (If you use iCloud) and cannot be recovered.

If you are not using iCloud for Notes AND have a backup on your computer which was made prior to deleting them then you can restore your iPhone from that backup to receiver them.
