Why won’t my iPad fully download apps?

My iPad won’t fully download and install apps. It almost installs then goes back to being greyed out. I’ve done everything you can imagine to try to fix it. I’ve changed the date and time, checked restrictions on screen time, signed in and out of iCloud, turned my iPad on and off, checked if i had a VPN on (I do not), even completely reset my iPad so it’s like new again. It will download music but not apps.
