Changing Apple ID

we currently have two phones using the same apple ID. we want to move one of the phones to a different ID so they are both on their own. The phone is backed up on the old ID and it won't let me reset the phone and download the backup on a new Apple ID. thanks in advance.

iPhone XR, iOS 14

That is correct. That is not the way to proceed. The new Apple ID does not “own” the material on the backup; e.g., apps, contacts, messages, etc.

Here is how the person with the new Apple ID should proceed.

  1. Thoroughly and completely cleanse all iOS devices. What to do before you sell, give away, or trade in your iPhone, iPad, or iPod touch - Apple Support
  2. ”Move in” to your like-new (software-wise) device using the new Apple ID. You are not transferring anything from a previous device. Set up your iPhone, iPad, or iPod touch - Apple Support
  3. Set up Family Sharing if you wish. Set up Family Sharing - Apple Support
  4. ”Purchase” (whether free or not) whatever apps you need.
