iMac 21.5 (late 2011) can be used for 2nd Monitor on MacMini M1?

I've got an iMac 21.5 inch (Mid 2011) OS 10.13.6. I want to use it as a second monitor to my new MacMini M1. Bought the Thunderbolt cable and the TB 2 to USB C converter. BUT when I hit Command, F2 nothing happens.

I'm already using one USB C connection on the Mac Mini M1 for the Apple Display 27 inch. Can I not use both USB C ports for monitors?

I also went and bought hub that uses USB C and HDMI thinking that might work, but it didn't.

Any ideas? Please let me know.

Thanks!
