how do i restart my phone but i don’t have the password and i don’t have a macbook

forgot iPhone passcode? or Apple ID password? Either way, you don't need a MacBook, a PC running iTunes would work as well

If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support

If you forgot your Apple ID password - Apple Support
