My iPhone 6plus is 64 GB but at 27 GB it tells my memory is full. What is the problem?

My iPhone 6plus 64 GB tells me memory full at only 27 GB used space. What is the problem here?

is it really 27 GB instead of 64 GB?

Check the "other" storage:

Clear Other storage on your iPhone or iPad
